Utkal University, a Public University located at Vani Vihar and known as the Mother University in the State, is the oldest University in Odisha and the 17th oldest University in India. The foundation of this University was laid by the First President of India, Dr. Rajendra Prasad in January 1958.

Utkal University envisions becoming a centre of excellence in higher education with a focus on innovative teaching, learning, research, consultancy and extension activities for building a creative, enlightened and productive civil society. To achieve its vision and mission, the University provides with a variety of course under the Post Graduate (PG) and Doctorate (Ph. D.) levels.

Utkal University Application Process

Candidates aspiring to pursue any of the Post Graduate courses from the University are required to have completed their Graduation from any of the Universities/ Institutions of India or its equivalent. Candidates appearing for the qualifying examination are also eligible to apply.

To apply for any of the courses, the candidates are required to fill up the ONLINE Application Form for appearing for the Entrance Test held by the University. The forms can be availed ONLINE from the University website on or before the last date of filling the Online Application form and a hard copy of the same along with the necessary documents, as will be explained below should be sent to the Head/ Course Coordinator of the respective Department either in person or by post.

Before filling up the Admission form, candidates must follow the given instructions carefully:

  1. Read carefully the procedures of e- admission and duly submit the application fee online.
  2. Read the eligibility criteria for their respective course, reservation guidelines and all the other information relevant to the admission process.
  3. The applicant is required to register himself/ herself on the University website by filling in correctly all the details as required by the University following which the candidate shall receive an e-mail and SMS containing relevant details regarding registration. Students are requested to kindly note down the USER ID and PASSWORD for all kinds of future use and reference.
  4. The application fee for applying to any of the PG courses offered by the University is Rs. 600/- (non- refundable) which is to be paid separately for each application. The e- receipt of payment of this Online Application fee is to be printed on paper and submitted along with the hard copy of the online filled Application form.

Important Instructions to be followed by students during online filling of the Application Form:

The Following documents must be kept ready before starting the Application process online.

  1. Scanned copy of recent passport size photograph in JPG Format with maximum dimension of 150px in width & 180px in height, not exceeding 200KB in size.
  2. Scanned copy of signature in JPG format, 50KB in size.
  3. Scanned copy of Caste Certificate in PDF format, if applicable.
  4. Scanned copy of Persons with Disability (PwD)/ Differently abled Certificate in PDF format, if applicable.
  5. Scanned copy of In/ Ex-Service Certificate in PDF format, if applicable.
  6. Scanned copy of the No Objection Certificate (NOC) from employer in PDF format, if applicable.
  7. In case of any criminal cases or any other cases pending in any police stations or court, scanned copy of relevant certificates/ documents in PDF format, if applicable.
  8. Scanned copy of the Certificate in respect of UGC-NET/ UGC-CSIR-NET/ GATE/ SLET/ DBT/ ICMR/ ICAR/ INSPIRE Fellowship of DST/ ICPR Fellowship/ ICHR Fellowship/ ICSSR Fellowship/ Teacher Fellow in PDF format, if applicable.
  9. For Online Payment through Debit/ Credit Card, Net Banking, Wallet or any other digital Payment method, subsequent provisions must be made in advance.

Documents to be submitted along with the hard copy of the filled in application form:

  1. Self-attested photocopies of the following documents are required:
  2. Mark sheets and Certificates of all examinations
  3. C. L. C. and Conduct Certificate from the institution last attended
  4. SC/ ST Certificate from the competent authority (MP/ MLA/ Collector/ ADM/ SDO/ Local Gazette Revenue Officer not below the rank of Deputy Collector or Tahasildar) by candidates of those categories
  5. PH certificate of physically challenged students and ID card issued by District Welfare Officer/ Community Development Officer/ Social Welfare Department of State Government
  6. Sports and Games Certificate(s) of participation are required for quota and special weightage consideration, from the competent Authority (Director of Sports/ Sports Council of the Utkal University) countersigned by the Principal/ HOD of the college/ department by the candidates interested in applying under the given category.
  7. Certificate shall be produced from the Rajya/ Zilla Sainik Board by applicants interested to apply under ex / in- service quota. Priority shall be given to applicants under Ex- Serviceman quota

  9. Three passport size photographs (one to be fixed in the application form and remaining two to be attached with the form)

Utkal University Admission Process

Utkal University lays down the following eligibility criteria and process for admission to any of the courses offered by the University under the Post Graduate programme. Candidates should have obtained at least a score with Second Division in their Bachelor’s Degree with Honours under the 10+2+3 pattern in the relevant subjects except for the following:

Statistics: Honours degree in Statistics/ Mathematics or Honours degree in any other subject with Statistics/ Mathematics as a pass or elective subject or 50% marks in aggregate for pass candidates having Statistics/ Mathematics as the optional subject.

Anthropology: Candidates with Honours degree in Anthropology or at least Honours degree in other subjects such as, Sociology, Psychology, Economics, Political Science, History and Geography with Anthropology as pass or elective subject with at least 50% marks or Honours degree in Zoology, Botany, Biotechnology, Microbiology and Geology. Out of 32 seats,

  • 24 seats are reserved for candidates with Honours degree in Anthropology or candidates with Honours degree in Sociology, Psychology, Economics, Political Science, History and Geography with Anthropology as a pass or elective subject, and
  • 8 seats are reserved for candidates with Honours Degree in Zoology, Botany, Biotechnology, Microbiology and Geology.

Geography: Honours degree in Geography or Honours degree in other subjects with Geography as a Pass Subject in +3 Degree (Arts/ Science) Level.

P. M. I. R.: Qualifying Bachelor’s Degree (except AMIE) with 50% marks in aggregate. Entrance test including GD and PI.

Library & Information Science: At least 50% marks in aggregate at +3 Degree level. 10 marks shall be added to the career marks for candidates passing B. A. with Library Science as a Pass/ Honours subject and for candidates who have qualified one year B. Lib. I. Sc.
LL. M.: 50% in LL. B. or an equivalent law degree (students appearing for LL. B. Final Degree examination can also apply for the Entrance Test before publication of their result).

Ancient Indian History, Culture & Archaeology: Honours degree in History or Honours degree in other subjects with 50% marks in Archaeology and Museology as a pass subject at the +3 Degree level.

Public Administration: Honours degree in Public Administration or at least 50% marks in aggregate at the +3 Degree level. 5 or 10 marks shall be added to the career marks for candidates passing B. A. with Political Science as pass or Honours subject respectively.

Sociology: Honours degree in Sociology or at least 50% of marks in aggregate with Honours degree in Anthropology, Political Science, Economics or Psychology.

Psychology: Any Graduate having Honours degree or at least 50% marks in aggregate at the +3 Degree level.

Biotechnology: Candidates having +3 degree in Physical/ Biological Sciences with at least 55% marks in B. Sc. and Biology/ Biotechnology as one of the subjects at the +2 level. Out of total 18 seats,
14 students will be selected through JNU Common Entrance Test, New Delhi, and
4 students will be selected through the Utkal University Entrance Test.

Business Administration (MBA): Bachelor’s degree under any stream with at least 50% marks in aggregate (except AMIE) and 45% in aggregate for SC/ ST/ PH candidates.

MCA Programme: Bachelor’s degree under any stream with at least 50% marks in aggregate and Mathematics/ Statistics as a subject at the +2 level (except AMIE) and 45% in aggregate for SC/ ST/ PH candidates.

Reservation Criteria:

22.5% of the seats shall be reserved for the candidates belonging to the Scheduled Tribe (ST) Category
16.25% of the seats shall be reserved for the candidates belonging to the Scheduled Caste (SC) Category
03% of the seats shall be reserved for candidates belonging to the Differently abled Category.

Documents required to be provided by the candidates at the time of admission:

  • Original certificates and mark sheets of all examinations
  • Original College Leaving and Conduct Certificate
  • Three Photographs (Stamp size)
  • Original University Registration Receipt
  • Migration Certificate (for students from other Universities)
  • Undertaking Form duly signed by the candidate and his/ her parents

The Sports Council was established in the year 1943 and it provides facilities for various kinds of sports including Athletics, Badminton, Ball Badminton, Boxing, Basket Ball and Chess. Utkal  University Sports Council also conducts various Inter College competitions. Parija Library in Utkal University was set up in 1946 at Vani Vihar in Bhubaneswar. It is the central library of Utkal University having its own building within the campus. The library has printed books, journals, and thesis.
